Abdülhamit’in meşruti yönetime son vermesinden sonra ona karşı oluşan muhalefet 1908’de meşrutiyetin tekrar ilanını sağladı. Bunun Osmanlı şehirlerine yansımaları oldu. Şehirlerde yaşanan sevinç gösterilerinde ölçünün kaçması ve sonrasında yaşanan aşırılıklar zaten kötüye giden asayiş problemlerini daha da ağırlaştırdı. Abdülhamit dönemi yöneticilerinin aşağılanarak işten el çektirilmesi ve bunların yerine tecrübesiz yöneticilerin getirilmesi devlet otoritesinin zaafa uğramasına neden oldu. Yine devlet yöneticilerinin işlerine müdahale edenlerin çoğalması, vergi vermek istemeyen bir kesimin ortaya çıkması, durumu daha içinden çıkılmaz hale getirdi. Adana’yı diğer Osmanlı şehirlerinde yaşanan gelişmelerden bağımsız değerlendirmek mümkün değildir. Bu çalışmada İkinci Meşrutiyet’in ilanının Adana’ya yansımaları ve bahsi geçen dönemde şehrin ağırlaşan asayiş problemleri üzerinde durulacak, yaşanan gelişmelerin devlet otoritesine etkileri değerlendirilecektir. 1908-1909 yıllarındaki Türk Ermeni ilişkileri çalışmanın kapsamı dışındadır.
After Abdülhamit ended the legitimate rule, the opposition against him made it possible in 1908 to re-proclamate legitimacy. This is reflected in the towns of the Ottoman. The escape of the measure in the pleasure demonstrations in the cities and subsequent excessions have already worsened the asset problems that are already getting worse. The abduction of the rulers of the Abdülhamit period and the removal of unexperient rulers in their place led to the defeat of the state authority. Again, the multiplication of those who interfere in the work of the government, the appearance of a section that does not want to pay taxes, made the situation more out of it. It is impossible to evaluate Adana independently from the developments in other Ottoman cities. In this study, the reflections of the announcement of the Second Legacy to Adana and the mentioned period will be focused on the city’s increasing assurance problems, the effects of the developments in the state authority will be assessed. The Turkish-Armenian relations between 1908 and 1909 are outside the scope of the study.
After Abdülhamit ended the constitutional government, the opposition against him proclaimed the constitution again in 1908. This was reflected in the Ottoman cities. Extremism in the joys of the cities and subsequent excesses aggravated the problems of public order which were already bad. Dismissal from work of Abdülhamit period managers by humiliating and instead of them, the introduction of managers who do not understand from work caused the state authority to suffer. Again, the proliferation of those involved in the affairs of state managers, the emergence of a section that did not want to give tax, made the situation more inextricable. It is not possible to evaluate Adana independently from the developments in other Ottoman cities. In this study, reflections of the proclamation of the Second Constitutional Monarchy in Adana and in this period worsening public order problems of the city will be discussed, the effects of the developments on the state authority will be evaluated. Turkish-Armenian relations in 1908-1909 are outside the scope of the study.
