This article aims to debate the status of local government reform in Turkey in terms of democracy and efficiency dichotomy. In the study, after reviewing certain concepts, reform process in Turkey is analyzed historically on topics such as subsidiarity, border enlargement, consolidation, service efficiency, local autonomy and justice in representation. Reform practices are subjected to a critical interpretation based on qualitative and quantitative data. In the reform process, the paper has demonstrated that the balance of democracy-efficiency is disproportionately in favor of efficiency; a centralized attitude is preferred in policy making and implementation; different territory management models are applied jointly as well as separately; the method of calculating the number of representatives of settlements and administrative units in the councils by population and territory causes injustice in representation.
