TURGUTLU ŞEHRİNDE OKULLARA ERİŞİLEBİLİRLİĞİN CBS İLE ANALİZİ

Abstract:

Teknolojik gelişmelerin her alanda kendini göstermesi akıllı kent ve kent bilişim sistemlerinde mekânsal analiz çalışmalarını gerekli kılmıştır. Mekânsal analizler özellikle CBS'nin yardımı ile birçok uygulama alanında kullanılmaktadır. Bu uygulama alanlarından biri de şehir çalışmalarıdır. Yapılan bu çalışmada bir şehrin eğitim fonksiyonun CBS yardımı ile mekânsal analizi yapılmıştır. Nüfuslarına göre şehir tasnifleri araştırmacıdan araştırmacıya değişmekle (Doğanay, 2014; Göney, 2017) beraber Doğanay'a (2014: 562) göre 100.000'i aşan nüfusuyla büyük kent sınıfına giren Turgutlu ilçesinde eğitim kurumlarına mekânsal erişilebilirliğin eğitim kademelerine göre ortaya çıkarılması bu çalışmadaki temel amaçtır. Erişilebilirlik hususunda ölçüt olarak Mekânsal Planlar Yapı Yönetmeliği’ne başvurulmuştur. Mekânsal erişilebilirlik analizinin yanında anaokulu, ilkokul, ortaokul ve lise eğitiminin verildiği devlet okullarında hizmet düzeyi de araştırmaya eklenmiştir. Okullardaki mevcut öğrenci ve öğretmen sayıları, derslik sayıları Turgutlu İlçe Millî Eğitim Müdürlüğünden alınmış, ArcGis uygulamasına işlenmiş ve analize tabi tutulmuştur. Çalışmamızda Turgutlu Belediyesinden alınan İmar Planı, numarataj servisinden elde edilen yol ve konut verileri, OpenStreetMap vektör verileri, Turgutlu İlçe Millî Eğitim Müdürlüğünden alınan okulların lokasyon bilgileri ve öğrenci sayıları, TÜİK'ten alınan nüfus verilerinden yararlanılmıştır. Araştırmanın sonuçlarına göre Turgutlu ilçesinde devlet okullarına erişebilirlikte anaokulu ve ilkokullarda mevcut yönetmeliğe göre erişebilirlik problemi olduğunu söylenebilir.

Abstract:

Technological developments in all areas required to make the spatial analysis studies in the smart city and urban information systems. Spatial analyzes are used in many areas with the help of GIS. One of these areas of application is urban studies. In this study, spatial analysis was conducted that of a city’s educational function with the help of GIS. Population classification of urban areas varies from one researcher to another (Noganay, 2014; Göney, 2017). For all that according to Nathanay (2014: 562), the main purpose of this study is to reveal the spatial accessibility to schools in the district of Turgutlu, which has a population of over 100,000. As a criterion for accessibility, spatial plans were applied to the Structure Regulation of Spatial Plans-"Spatial Plans Building Regulations". Besides the spatial accessibility analysis, the level of service in kindergarten, primary, secondary and high schools was also included in the study. The number of students and teachers in the schools and the number of classrooms were taken from the Turgutlu District National Education Directorate and processed and analyzed in ArcGis. In our study, the construction plan from the Municipality of Turgutlu, the housing data from the numbering service, the OpenStreetMap vector data for the roads, the location information of the schools taken from the Turgutlu District National Education Directorate and the number of students, and the population data from TurkStat were used. According to the results of the study, it can be said that there is accessibility problem in kindergarten and primary schools according to the current regulation in the accessibility of public schools in Turgutlu district.
