Abstract:

Improving the efficiency of public health institutions, like all over the world, is a very important issue in our country. One of the arrangements that the Ministry of Health has recently made to make public hospitals more efficient is to use their own hospitals in partnership with state universities. The aim of this study is also to evaluate the changes in the efficiency levels of public hospitals which the Ministry of Health and universities jointly use. In the study for this purpose, the study university is already affiliated with public universities in 2014, with a total of ten public education and research hospitals. The data is obtained from statistical reports published by the General Directorate of Public Hospitals of the Ministry of Health in 2014 and 2017. In the study, comparing the efficiency levels of hospitals for those years, the Pabon Lasso model was used, and the analysis was carried out with the Microsoft Excel Office program. According to the findings obtained, the rate of bed occupation of hospitals associated with the university, the rate of bed conversion and the average day of stay increased in 2017 compared to 2014. Efficiency analysis found that hospitals were in 18% of the region in 2014, while this figure increased to 29% in 2017. The findings obtained from the study are expected to provide policy makers and hospital managers with evidence-based information on the efficiency of the hospitals used together.
