Abstract:

The purpose of this research is to reveal how from the Republic's announcement to today the primary Turkish teaching program has passed a change in terms of the educational program. This research is a research in the screening model. In this research, the quality research has used the document review technique from the data collection methods. The documents of the research are made up of Turkish teaching programs published in 1926, 1936, 1948, 1968, 1998, 2009, 2015 and 2017. The data obtained in the study is analyzed and interpreted using visual analysis from the quality data analysis approaches. According to the research, from the announcement of the Republic to the present day, the first-school Turkish teaching program has changed within the historical process in terms of the four basic objects of the program, and the root change and development is in the measurement-evaluation dimension. In this historic process, although the program development work was done in Turkish teaching programs, it has also been shown that the program development principles were not fully observed.
