Osmanlı yönetimi azınlıklara yönelik başarılı bir idarî tarzı asırlarca sürdürmüştür. Millet sistemi adı verilen azınlıklara yönelik yönetim anlayışı modern zamanlarda azınlıkları tatmin etmemeye başlamıştır. Bunda öncelikle gelişen batı medeniyeti ile güçlü büyük devlet çıkarları etkili olmuştur. Batı medeniyeti insan hakları, kanun önünde eşitlik, bireysellik, özgürlük ve milliyetçilik çizgisinde özgürlükçü bir gelişmeyi desteklerken, büyük devlet çıkarları güçsüz devletlerin içerisinde bulunduğu her durumu kendi ekonomik ve politik çıkarları için kullanmıştır. Bunun her ikisi de azınlıkların ayaklanması için birer ilham ve yardım sağlamıştır. Durumun farkında olan Osmanlılar azınlıkların sadakatini temin için yeni şartlara göre yönetimlerini değiştirmeye çabalamış ve bu amaçla Tanzimat ve Islahat Fermanları ile ilk Türk yazılı anayasası Kanun-i Esasî’yi ilan etmişlerdir. Bununla birlikte tarihten gelen anlayış ve güdülenmeler, yapılan reformların yeterli etkiyi gösterememesi Balkanlardaki ayrışımı durduramamıştır. İlk özerklikler zamanla genişletilmiş, genişleyen özerklikler büyük devletlerin desteği ile bağımsızlıklara dönüşmüştür. Bağımsızlığın kazanılması da yetmemiş, yeni bağımsız Balkan milletleri tek tek veya birlikte hareket ederek, birbirine karşı ve çoğunlukla da Osmanlı Devleti’ne karşı yeni istekler içerisinde olmuşlardır. Bu çalışma Balkanlarda Osmanlı idaresi, ayrışma süreci ve azınlık ayaklanmaları üzerinde duracaktır. Azınlıkların Osmanlı ile ilişkileri, Büyük Devlet politikaları ve Osmanlı idaresinin Balkanlardaki çıkmazları tartışılacaktır.
The Ottoman government has continued a successful administrative style towards minorities for centuries. The concept of governance towards minorities, called the national system, has begun to not satisfy the minorities in modern times. It has primarily influenced the strong state interests of the developing Western civilization. While the Western civilization supports a liberal development in the line of human rights, equality, individuality, freedom and nationality before the law, the great state interests have used every situation within the weak states for their own economic and political interests. Both of them have provided an inspiration and help to the rebellion of the minorities. The Ottomans, who are aware of the situation, have tried to change their governments in accordance with the new conditions to ensure the loyalty of the minorities, and for this purpose the Tanzimat and Islahat Ferman and the first Turkish written constitution have proclaimed the Law-i Esasî. However, historical understanding and motivations have not stopped the separation in the Balkans because the reforms have not shown sufficient impact. The first autonomies expanded over time, the expanding autonomies turned into independence with the support of the great states. It is not enough to gain independence, and the new independent Balkan nations have been in new desires against each other, and mostly against the Ottoman State, by moving alone or together. This study will focus on the Ottoman administration in the Balkans, the process of separation and the minority rebellion. Relations of the minorities with the Ottoman, the great state policies and the outcome of the Ottoman administration in the Balkans will be discussed.
