Abstract:

Migration is a phenomenon that expresses the situation in which people have to leave the places they have lived for different reasons. It is a reality that migration has a significant impact on individual and society and it can be said that it has an impact on individual and society by changing or transforming. In addition to the reasons such as natural disasters and wars, the economic reasons and the technological advances have a great role in the population movements. In this sense, the phenomenon of migration is three-dimensional and it is local, national and global. Migration movements which have different reasons and are of particular interest to those migration receiving and sending countries. The fact that the migration movements crossed the borders and reached an international dimension made it necessary to revise the concept of migration governance. This led to the development of the concept of international migration governance on a global scale. The concept of governance that corresponds to the unity of state, civil society and the actors that are active in the market is in line with the governance of equals and it is necessary for countries to manage the migration movement and solve the problems they have experienced due to migration. Turkey is open to migration due to its geopolitical location and is a country affected by migration flows widely. Especially in recent years the political, economic and regional developments have shaped the migration to Turkey. These migration movements have affected Turkey in areas such as public order security, economic, social and demographic structure. Turkey faces migration movements and Turkey's recent policies to migration will be the basis for future policies of migration governance.         In this study, first the concepts of migration and international migration governance will be discussed then Turkey’s attitude and policies for migration governance in the context of international migration will be discussed. Finally, the problems due to the global migration will be evaluated.
