Abstract:

Organized Industrial Areas (OSBs) are industrial Areas that ensure quality production within a specific region and under appropriate conditions, and are one of the prior strategic instruments in promotional policies that enable the economic development of geographical Areas and States and increase global competitiveness. In this framework, various advantages are offered to companies within the OSB in the framework of promotional policies. These benefits may be non-material benefits, such as financial support, tax discount and similar financial benefits, providing a more suitable and more organized business environment for to grow, and creating a suitable ecosystem for production. Since OSBs are an important regional development tool for governments and play an important role in the development of companies, it is an important issue that should be focused on the issue of effective and efficient management of these regions. When the management of OSBs is examined, it appears that they are mainly managed in a traditional form of management because they are subject to the Law No. 4562 of the Organized Industrial Area. However, this management approach remains insufficient to meet today’s needs, such as the flexible management needs arising from global competition, the ability to reach advanced technologies and the ability to deal with new technologies. In order to ensure that the needs expressed in the framework of the study can be met with the aim of ensuring the transition from the existing management model to the management model, successful examples of the world’s industrial region and studies in literature have been studied and proposals have been made to ensure the transition to the management model in the OSB Act No. 4562.
