The phenomenon of natural disaster, which started with the existence of the world as a planet, has turned into a disaster with the destruction of the values created by humanity in time. In the face of this phenomenon, where humanity power is not enough, measures have been developed in accordance with the conditions of the day. Human beings who try to develop different measures according to each type of disaster have changed their places and sometimes took other measures. Anatolian geography has been the homeland of various civilizations since the first ages of history. As the historical ruins show, earthquakes and other disasters have ended the existence of many civilizations and destroyed their living areas. Today, the standard of living achieved by the development of science and technology is threatened by disasters. The disasters that cause thousands of lives and millions of US dollars a year are mostly due to the insecure and insecure nature of the buildings. In order to prevent the loss of life in case of earthquake in new technologies used in construction; these structures must have undergone the necessary inspections. Until the 1999 Marmara Earthquake, a lot of life and property loss were experienced due to disasters. After 1999, disaster management system developed in our country. Although it is known that the prevention of loss of life is only through making a safe and durable structure, the mechanisms to perform the necessary supervision have not been sufficiently established. Following the 1999 Marmara Earthquake, “Decree Law No. 595 on Building Inspection”, issued on the basis of the authorization law, is an important step towards the establishment of a code of auditing structures. The cancellation of this Decree by the Constitutional Court and the issuance of Law No. 4708 on Building Inspection is an important stage in the supervision of the construction of the building. In this study, it is aimed to reveal the importance of building control in the creation of safe living spaces. The study is limited to the studies conducted after the 1999 earthquake. By reviewing the literature and interpreting the data obtained from the related public institution, it is discussed how the structure control system serves the purpose of risk reduction in the structure security and disaster management process.
