Abstract:

The purpose of this study is to develop a valid and reliable data collection tool, with the aim of revealing whether the managers who work in the public primary schools affiliated with the Ministry of Education, do or not make scratch in their practices, based on the perceptions of the teachers who work in the primary schools. Scamming can be defined as supporting and protecting people that managers feel close to them in an unfair manner and in violation of the law. The study’s work group consists of 150 teachers working in five primary schools located in the center of the Van province. At the end of the study, the "Evaluation, Coordination, Organization and Planning Scale" was developed, which was gathered under four factors, including "Evaluation, Coordination, Organization and Planning" and consisted of 25 articles of the Liket Type. The scale’s validity and reliability studies have been done, the scale has been found valid and reliable at a high level. The findings obtained in this study showed that "The scale of scalability in school management" is a valid and reliable data collection tool that can be used in determining the teachers' perceptions of the administrators who work in public primary schools related to the Ministry of Education, whether they do scalability in their practices or not.
