A number of relational studies consider communication skills as one of the important elements in organizational and managerial processes. Communication skills are not an issue of organizational values, but the importance of organizational values is increasingly discussed in the management literature. When these values are analyzed, important topics emerge as human resources management, organizational excellence, strategic management, leadership, organizational cooperation, motivation, organizational performance, organizational commitment and culture. Together with these topics, the overarching issue of values is increasingly studied in regards to school management. The issue of values is seen as a new field of study in Turkey in particular. The subject of values has been investigated both in relation to other topics and alone, but there are no studies that examine the subject of communication skills and organizational values. This study aims to close this gap, drawing on culture and communication studies. A study on the relationship between communication and values is aptly positioned in culture and communication studies. In addition, the definition of strong culture that Deal and Kennedy explain with the four basic components of values, heroes, rituals and cultural networks, and the idea that values define the other three components, supports our work as well. Values are considered as the core of organizational culture in several studies, and other express the connections among leadership and management skills, values, and culture studies. Numerous other studies about organizational communication and organizational values in the context of a variety of education subjects have contributed to this study in terms of literature and evaluation of results. The overall aim of this research is to determine administrators’ communication skills and organizational values in primary education institutions, according to teachers' perceptions. In this context, the research aims to answer to the following questions: (i) what is the level of administrators’ communications skills and organizational values according to primary school teachers’ perceptions? (ii) Are there meaningful relationships between administrators’ communications skills and organizational values? (iii) At what level can the administrators’ communications skills significantly predict the organizational values in primary education institutions according to teachers’ perceptions?
