In the context of the reconstruction of MEB, between the years of 2008 to 2010, The Projects of Reinforcement of Capacity of The Ministry of National Education were carried out. The scope of the Project is stated as the recruitment of the execution system of MEB and the strengthening of the mechanisms for effectiveness and productivity of corporate governance of the sector. Approximately 1.5 years after the completion of this Project, the Legislative Decree on The Organization and Duties of the National Education Ministry (KHK) numbered 652 was published. The Law on The Organization and Duties of the National Education Ministry numbered 3797 before KHK numbered 652 was entered into force. This law included the target of MEB, the organizational structure as central in the province and abroad, the Chair of Ministry, the Head Council of Education and Morality, the main and subsidiary service units of the Ministry, the consultation and audit units, the continuous councils, responsibilities and authorities, the appointments and changing places and amendments related to the staff By The Legislative Decree on the Organization and Duties of the National Education Ministry (KHK) numbered 652 the organizational structure of the Ministry of National Education was changed. The target of KHK is to organize the establishment, duty, authority and responsibilities of the Ministry of National Education in order to carry out the national educational services in the direction of constitutional law, The Law of Unification and Education numbered 430, the National Education Basic Law numbered 1739 and the development plans and programmes. The creation of assistants to the experts on staff, the creation of a general directorate by combining general directorates, the changing of qualifications of appointments to the Head Council of Education and Morality and terms of Office of the members of Presidency, the grounding on the performance and efficiencies in the compulsory change of location of the managers who work in field organization and provincial education auditors, are not discussed in Law number 3797. However, these items are some of the most important subjects of KHK number 652. In this context, asserting the views of school managers on theoretical bases, processes and structures of the Ministry of National Education about which the public is not informed enough is accepted as the main problem of this study.
