Bosnalı Mehmet Fâzıl Paşa (1799-1882), XIX. asır devlet adamı ve şairlerindendir. Gerek Bosna hakkındaki gerekse diğer kişi ve mekânlara ilişkin yorumlarıyla tarihe kayıtlar düşmüştür. Hiç şüphesiz Bosnalı Mehmet Fâzıl Paşa’nın devlet adamlığı şairliğine galebe çalar. Hatta onun şairlik hünerini büyük oranda devlete ait hususiyetlere dahil ederek kullandığını hatta bu sayede çeşitli makamlara getirildiğini yahut mevkisini sağlamlaştırdığını söylemek yanlış olmaz. Muhtemelen bazı devlet adamlarında karaktere baskın gelen hırs ve tarafını beyan etme tavrı Fâzıl Paşa’da da kendini göstermiş ve Mevlevi kimliği ile çatışır şekilde Âlî Paşa’ya, dolayısı ile iktidara olan yakınlığını göstermek istemiştir. Fâzıl Paşa Zafernâme’deki ifadeye göre Ziyâ Paşa’yı eleştiren bir kıta ile İzmit mutasarrıfı olmuştur, fakat Ziyâ Paşa’yı ne kadar öfkelendirdiğinin farkına daha sonra varacaktır. Eleştirinin merkezinde Fâzıl Paşa’nın hususi tenkidinden ziyade bu kadar kolay makam edinivermek vardır. Zira Ziyâ Paşa köpek ve soytarı gibi ağır hitaplarla karşılık verir. Fâzıl Paşa altta kalmaz, “Reddiye ve Tekzibiyye” ile cevap verir. Osmanlı Devleti’nin batılılaşma adına mühim sancılar çektiği bir zamanın en mühim tanıklarından olan Bosnalı Fâzıl Paşa’nın hayatı hakkında malumat, Ziyâ Paşa ile olan rabıtası, sair eserlerinin nitelikleri ve nihayetinde Divan’ının ana hatları ile tetkiki ilgili araştırmalara da faydalı olacaktır.

Fâzıl Pasha Zafernâme says that Ziyâ Pasha has been a county with Izmit mutasarrief, but Ziyâ Pasha will later realize how angry he is. In the center of criticism, it is easier to acquire such a position rather than the special tenk of Fâzıl Pasha. Zira Zia Pasha responds with heavy calls like dogs and thieves. It is not the answer of the word, but the answer of the word, and the word of the word. The knowledge of the life of the Bosnian Fâzıl Pasha, one of the great witnesses of a time in which the Ottoman State has suffered important suffering in the name of westernization, will also be useful for the research related to the investigation of the qualities of its works and, eventually, the main lines of the Divan.
