Dünyanın çeşitli yerlerinde korunması gereken ve gelecek nesillere aktarılması planlanan alanlar içerisinde milli parklar her zaman öne çıkmaktadır. Türkiye’de milli park fikri özellikle 1950’li yıllardan sonra uygulama alanı bulmuş ve farklı özellikteki alanlar bu kapsama alınmıştır. Yasal anlamda ilk koruma statüsü Yozgat Çamlığı’na verilerek, bu alanın korunması, sürdürülebilir kullanımı ve yakın çevresine rekreasyon imkanlarının sağlanması amaçlanmıştır. Bu anlamda Türkiye’deki milli parkçılığın başlangıç noktası olarak kabul edilen ve tarihi, toplumsal ve kültürel kimliğiyle de yaşayan bir hafıza olan Yozgat Çamlığı Milli Parkı, Türkiye’de milli parkçılığın hikayesini anlama açısından özgün bir lokasyondur. Dolayısıyla bu çalışma ile Yozgat Çamlığı’nın, milli park olarak ilan edilme sürecine nasıl geldiği, milli park kararıyla kurulan geleneksel ilişkinin zihinlerde yeniden şekillenişi ve bu durumun milli park çevresinde yaşayan halkın yaşam tarzlarında ne tür değişikliklere sebep olduğu belirlenmek istenmiştir. Bu doğrultuda Yozgat Çamlığı’nın milli park olma sürecine dair raporlar ve kayıtlar, milli parka ait belirli dönemlerde hazırlanmış inceleme ve fizibilite raporları ile Uzun Devreli Gelişme Planı (UDGP) incelenmiştir. Çalışmada ayrıca milli parkın daha önceki dönemlerine ilişkin bilgiler elde etmek ve milli parkın gelişim sürecini detaylı bir şekilde ortaya koyabilmek amacıyla Yozgat kentinin süreli yayınları içerisinde yer alan yerel gazeteler taranmıştır. Elde edilen bulgular sonucunda, Türkiye’de milli park kavramının çok yeni olduğu dönemlerde, kentin gelişimi de öngörülerek Yozgat Çamlığı’nın bir koruma statüsüne ihtiyacı olduğu düşünülmüştür. Bu süreçte Yozgat Çamlığı’nın gelecek kuşaklara aktarılabilmesi için dönemin siyasetçileri tarafından kamuoyu oluşturularak milli park ilanı gerçekleştirilmiştir. Böylelikle Yozgat halkının gündelik hayatında önemli bir yer tutan bu alan resmi statünün gelmesiyle farklı bir boyut kazanarak politik ekolojik olarak farklı dönemlerde yeniden üretilmiş ve bu süreçte milli parkın politik, toplumsal, çevresel ve zihinsel konumu ve işlevi her zaman tartışma konusu olmuştur.
National parks are always prominent in areas that need to be protected in various parts of the world and planned to be transferred to future generations. The idea of a national park in Turkey, especially after the 1950s have found application, and areas of different properties are also included. The first legal protection is given to Yozgat Çamlık and aims to ensure the conservation, sustainable use and recreation opportunities in its immediate surroundings. In this sense, it is considered as the starting point of the national park movement in Turkey. So, Yozgat Çamlığı National Park, which is a living memory with its historical, social and cultural identity, an original location in terms of understanding the story of the national parks movement in Turkey. Therefore, it was aimed to determine how the Yozgat Cemetery came into the process of being declared as a national park, the traditional relationship established with the decision of the national park, and the changes in the lifestyles of the people living around the national park. The reports and records relating to the process of Yozgat Cemetery becoming a national park, examination and feasibility reports prepared in certain periods for national parks and the Long Term Development Plan prepared in 2011 (LTDP) were examined in this perspective. In the study, local newspapers were scanned in the periodicals of the city of Yozgat in order to obtain information on the earlier periods of the national park and to present the development process of the national park in detail. The findings indicate that Yozgat Cemetery was considered for conservation status with a view on the projected development of the city at a time when the concept of national parks was in its infancy in Turkey. In order to transfer the Yozgat Cemetery to future generations, public opinion was generated by the politicians of the period and the grove was declared a national park. Thus, this area, which occupies an important place in the daily life of the people of Yozgat, has been re-produced in different periods as a political ecological by gaining a different dimension with the coming of official status and in this process the political, social, environmental and mental position and function of the national park has always been the subject of discussion.
