Abstract:

From the past to the present, the states have been the key elements of the economy. The economy is divided into private and public economies, but the whole is governed and directed by the public. The main instrument of this management and leadership is the financial policy. But political actors who implement financial policy can act in the direction of their interests, as in the market, while performing their public services, and use their public resources ineffectively. This ineffective use, however, causes the waste of public resources and increases the vulnerability of the economy. The public preferential economy and the constitutional economy, which arise with these concerns, have suggested the financial rule to be applied to limit these behaviors by political actors. Financial rules are the quantitative and procedure-related limitations introduced into the practices of voluntary financial policy. In the framework of the study, theoretical information on the financial rules was first provided. Later the world practices were studied, the current financial rules and initiatives in our country were analyzed in the framework of the world practices, and policy recommendations for our country were presented.
