Türkiye ve diğer gelişmekte olan ülkelerinönemli iktisadi sorunlarından biri, büyümenin temel determinantlarından olan yatırımların finansmanı için gerekli olan tasarruf düzeyinin yetersizliğidir. Günümüzde birçok gelişmekte olan ülke, yurtiçi yatırımların finansmanında karşı karşıya kaldıkları tasarruf yetersizliği sorununu, yabancı sermaye ile gidermeye çalışmaktadır. Ülkelerarasında sermaye hareketliliğinin artmasıyla birlikte, ulusal tasarruflarla yurtiçi yatırımlar arasındaki ilişkinin zayıfladığı ileri sürülmektedir. Bu çalışmada, Türkiye’de 1962-2006 dönemi özel ve kamu kesimi toplam net tasarruflarında ortaya çıkan açıklar ile sermaye hareketleri arasındaki ilişki FeldsteinHorioka (1980) hipotezine göre zaman serileri metodolojisi kullanılarak test edilmiştir. Modelde iki aşamalı Engle-Granger tahmin yöntemi kullanılmaktadır. Hesaplamalar sonunda değişkenlerin aynı dereceden entegre oldukları ve dengesizlik hatası (ut) yani kalıntıların durağanlık özelliğini gösterdiği sonucuna ulaşılmıştır. EKK yöntemi kullanılarak yapılan hesaplamalarda ise tasarruf ve yatırım arasındaki uzun dönemli koentegrasyonun varlığı ortaya çıkmaktadır. Ancak yatırım ve tasarruflar arasında bu ilişkinin çıkması sermaye hareketi hipotezini yok saymamakta, hesaplanan koentegrasyon vektörünün istatistiksel olarak birden küçük olması, yurtiçi yatırımlar ve tasarruflar arasında uzun dönemli bir ilişkinin varlığı durumunda bile uluslararası sermayenin hareketli olduğu anlamına gelmektedir.
