Kuzeybatıdan Trabzon-Erzurum-Tebriz ticari yolu, batıdan Bağdat yolu, güneyden Basra körfezi İran’ın Osmanlı ile ticaretinin faal olması nedeniyle her iki devlet gümrük meseleleri, tarifelerine ve onların düzenli şekle sokulmasına her daim önem vermişlerdir. Devletler çoğunlukla bütün bu yollardan özellikle Trabzon-Erzurum yolundan ticaret yapmışlardır. Fakat İranlı tüccar her zaman bu yolların müşterisi olduğu için buralarda özel yerleri vardı. Rus Çarı, Kafkas ticari-transit yolunu öne çıkarmak amacıyla ülkenin kuzey bölgesinde yarı sömürgeci durumunu korumak, Kafkasya’yı büyük bir ticari bölge yapmak, bütün Asya pazarları ile bağlantı kurmak niyetindeydi. Rusya kendi tüccarını önceden mükellef olduğu yerel vergilerden muaf tutarak, onlara mali ve gümrük yardımları yaparak tüccarı himayesi altına aldı. Rusya tüm bu girişimleriyle Osmanlı toprakları üzerinden İran’a gelen İngiliz malları ile rekabet etmeyi amaçlıyordu.

States mostly traded on Trabzon-Erzurum road. But, because the Iranian merchants always used these roads, they had special places there. The Russian Czar intended to promote the Caucasus trade-transit route. For this purpose, the Russian Tsar planned to maintain its semi-colonial status in the northern part of the country and to connect with all Asian markets. Russia exempted its merchants from local taxes, provided financial and customs assistance to them, and placed the merchants under its protection. Through these policies, Russia aimed to compete with the British goods coming to Iran via Ottoman lands.
