Türkiye bulunduğu coğrafi konum nedeniyle geçmişten günümüze, Asya’dan Avrupa’ya göç açısından en kolay ve kritik ulaşım yollarından birisi olmuştur. Avrupa’ya geçmek için yasadışı göçle mücadelede ilk müdahale kuvveti olan Jandarma Genel Komutanlığı’nın hem hukuki hem de insani görev ve sorumluluğu çok büyüktür. Özellikle Jandarmanın gerek yapılanma gerekse mücadele teknikleri açısından zaman içinde sürekli kendilerini yeniledikleri ve suçluların geliştirdikleri tekniklere paralel gelişim gösterdiği muhakkaktır. Müdahale sonrası göçmenlerin iskân ve iaşesi ile sınır dışı edilmeleri için sevk ve nakilleri sürekli sıkıntılı süreçler olmuştur. Ortadoğu’da patlak veren iç savaşlardan en önemlisi ve halen devam ediyor olması nedeniyle Suriye’dir. Komşumuz olan Suriye’den Türkiye’ye gelen insanlar kitleler halinde yasa dışı geçiş faaliyetinde bulunmakta ve kolluk kuvvetleri tarafından yakalandıkları zaman kendi ülkelerinde savaş olması nedeniyle sığınmacı statüsü elde etmektedirler. Makalemizde 90’lı yıllardan bugüne Türkiye’de yasa dışı göçle ilgili hem mevzuat hem de teşkilatlanma değişikliklerine değinilecek Jandarmanın bu süreçte yaşadıkları zorluklar ile yeniden yapılanma çalışmalarına yer verilecektir.

The mass of people in illegal migration activities, coming from Our neighbor Syria to Turkey, captured by law enforcement and has to get refugee status in Turkey because of the war.. In our statement restructuring efforts with the challenges faced by Gendarmerie in this process will be given and referred to from the 90s today to illegal immigration-related legislation as well as organizational changes in Turkey.
