Abstract:

The security work has had a growing period after the end of the Cold War. In this article, the environmental security issue will be examined in the context of the human security concept included in the expanding security agenda. The study first discusses when the concept of human safety emerged and the different definitions of human safety. The United Nations Development Report of 1994 was a turning point in terms of the emergence of the concept of human security, while two of the definitions gained weight. In the widespread definition, poverty and development are taken as the basic dynamics while the use of physical violence in the narrow human security definition is taken as the basis. On the other hand, the discussions around human security appear to have substantial normative and theoretical dimensions. This is why the article also describes how the main international relations theories look at the human security phenomenon. Realist theories are not concerned with the concept of human security, while liberal, constructive and critical theories appear to be concerned with the phenomenon of human security. The subsequent section of the study analyses how various environmental issues, including global warming, pose a danger in terms of human security and inter-government relations. In this context, an important issue is that domestic and international migration caused by environmental uncertainty or environmental disasters could disrupt the stability of the states and lead to inter-governmental conflicts. Environmental security issues can have a significant impact on the emergence of hot conflicts as in Darfur and Syria. The results of the study include various suggestions and criticisms on the potential and limitations of human security and environmental security concepts in the field of safety studies.
