As result of unbalanced/unequal distribution of natural and social resources overtime and place, interregional unequality/unbalance which is seen whether in social level on natural level is one of the basic problems that are against the process of balanced development in all economies. Providing a balanced development is extremely important for realizing target development. In this respect regional unequalty should be decreased to the minimum as far as possible. Socio-economic unbalance among the regions stems from the distinctions in terms of agriculture, industry, trade, service, communacation, transportation, health, education, demographic and social indications. All these distinctions cause to differ the income distribution among the regions and affect the poverty directly. Also, regional unequality is not a problem which is related to only one region. Social, political and cultural problems that regional unequalty creates as the basic obstacle in front of national development influences the whole country (5). Regional unequality stands as a basic problem in front of the aim of national development Turkish Republic since the beginning of its foundation as well. In this study, the dimensions of regional unequalty are evaluated in terms of basic indications of national in come that is available per head and human development in Turkey. In this term, it is aimed to establish the levels of development of some regions in Turkey by the help of social, economic and cultural indications which can be measured and reletively compared with each other.
