In this essay, it is aimed to compare the agricultural effectiveness of the EU and the candidate countries. Agricultural data prepared by FAO scoping 41 years duration between 1961-2002 have been used to perform the effectiveness analysis. Cultivable fields, workforce of agriculture, irrigated fields, used fertilizers and number of the tractors has been used as the input. In this study, primarily, the agricultural structure of EU and Turkey has been investigated, then concepts of efficiency, effectiveness and Malmquist Total Factor efficiency hove been explained. Later on, Malmquist total factor efficiency index and agricultural effectiveness ofEU candidate countries'have been compared using the data Analysis Program. This study shows us that Turkey having the biggest agricultural potential within the EU countries and candidates, could not keep up with the worldwide evaluation in terms of effectiveness and efficiency for the 41 years period.
