This study examines crisis management from the point of view of public administration. Crisis management is a management technique that aims at increasing organizational efficiency. Public administrations alike firms have to ready for changes in international and national environments; unexpected events, disasters. In this context public administration has an important role as a guard of citizen's safety. In this sense use of crisis management techniques is a important tool to regulate turbulent environment and to increase efficiency. Despite advantages as a management technique crisis management have some difficulties in implementation. Because both natures, types of crisis have changed at present, crisis has be more sophisticated. Therefore performance of public agencies can be limited. In this context, crisis management capacity of public agencies examined.
