In this study, re-engineering practices are analysed in public sector which is criticised against efficient and functional private sector and continuously being subject to restructuring. Re-engineering is an approach that enables the application of scientific and technical knowledge in solving real-world problems. Reengineers use imagination, judgment and reasoning and utilize practical experience,science, and technology, while altering the way that the organization does its business. In the process of change management in this context, evaluating, implementing, planning of change in the organization and its attainability are in question. It has two main goals: supporting the change process and enabling traceability of changes. In this study, these goals and practices will be examined in detail.
