Dünyanın her yerinde sinema az ya da çok devletin desteğine gereksinim duymuş ve hala da duymaktadır. Devletin ise sinemayla olan ilişkisi, düzenleme ve destekleme konularında sürmektedir. Dolayısıyla ulusal sinemaların gelişim süreçlerinde devlet ile olan ilişkileri temel bir rol oynamaktadır. Bu makalede Cumhuriyet Dönemi’nden günümüze Türk sinemasının devletle olan ilişkisinin, bazı resmi belgeler temel alınarak, sinema politikaları bağlamında incelenmesi amaçlanmıştır. Bu incelemede beş yıllık kalkınma planları, hükümet programları, parti programları ve icra planlarından yararlanılmış ve literatür taramasına gidilmiştir. Resmi belgelerin, raporların ve politik metinlerin incelenmesi sonucunda Türk sinemasının özellikle 1950-80 yılları arasındaki “Yeşilçam dönemi” nin sanatsal ve kültürel niteliği düşük yapımlardan oluştuğu eleştirisinin sık sık yer aldığı görülmüş, ulusal kültürü sergileyen, sanatsal değeri olan yapımların ortaya çıkması için gerekli alt yapı ve mevzuat çalışmalarının politik metinlerde vizyon olarak ortaya konulduğu tespit edilmiştir. 1980’den sonra devlet sinema ilişkisinin dünyadaki oturmuş sinema endüstrilerinin örnek alınmasıyla Türk sineması lehine döndüğü, siyasetin bakışının güçlü bir Türk sinema endüstrisi oluşturulmasından yana olduğu belirlenmiş fakat geçmişten günümüze olduğu gibi devletin geleneksel sansür anlayışının farklı biçimlerde hala devam ettiği görülmüştür.
In all over the world, the cinema has little or much needed the government’s support and still hears it. The government continues its relationship with the cinema on issues of organization and support. Therefore, the relations with the state play a key role in the development processes of national cinema. This article aims to study the relationship between the Turkish cinema and the state from the Republic Period to the present day, based on some official documents, in the context of the cinema policies. This study took advantage of the five-year development plans, government programs, party programs and implementation plans and went to the literature scan. As a result of the study of official documents, reports and political texts, the criticism of the Turkish cinema, especially between the 1950s and the 1980s, that the "Green Age" is composed of low artistic and cultural character, has often been seen, the necessary sub-structure and legislative work for the appearance of artistic works has been shown as a vision in political texts. After the 1980s, the state cinema relationship returned to the benefit of the Turkish cinema with the example of the world’s seated cinema industries, the view of politics was determined to support the creation of a strong Turkish cinema industry but, as from the past to the present day, it has been seen that the state’s traditional censorship concept continues in different forms.
