Türkiye’de Sağlıkta Dönüşüm Programı ile beraber hastanelerdeki aşırı yoğunluğu azaltmak için ayakta tedavi katılım payı uygulaması getirilmiştir. Bu çalışmada, katılım payı uygulamasının hanehalklarının ayakta tedavide cepten yaptıkları sağlık harcamalarına etkileri 2003-2013 dönemi için OLS metodu kullanılarak üç farklı model altında incelenmiştir. Bulgularımıza göre; katılım payı reformu hanehalklarının ayakta tedavi için cepten yaptıkları aylık ortalama harcamayı 20 TL civarında düşürmüştür. Ayrıca, kırsal alanda yaşayan hanehalklarının cepten yaptıkları hekim harcamaları katılım payı uygulamasından önce kenttekilere nazaran yüksek seyrederken uygulamanın hemen ardından tam tersi bir durum söz konusu olmuştur.
In Turkey, with the Transformation Programme in Health, a staying treatment participation share implementation has been introduced to reduce the excess intensity in hospitals. In this study, the effects of the participation share application on the health expenditure that the households make on the wallet in the treatment standing were studied under three different models using the OLS method for the period 2003-2013. According to our findings, the participation share reform has reduced the average monthly spending of the households on the wallet for standing treatment by about 20 TL. In addition, the medical spending of the households living in the countryside from the wallet before the application of the participation share of the towns were seen as high as Nazarine immediately after the application was the exact opposite situation.
