Kar amacı gütmeyen kuruluşlar tarihsel süreçler içerisinde yaşadıkları dönüşümler ile önemli birer sosyal politika aktörü olmuşlardır. Bu süreçte ülkelerin içerisinde bulundukları sosyal, ekonomik, kültürel ve siyasi koşullar, bu doğrultuda refah sistemleri farklı bir kar amacı gütmeyen kuruluş yapılanmasını ortaya çıkarmıştır. Bu bağlamda kar amacı gütmeyen kuruluşların faaliyetlerinin belirlenmesinde sosyal demokrat sistemlerde çoğunlukla devletin, liberal sistemlerde ise piyasanın etkin rol oynadığı gözlenmektedir. Buna karşın korporatist refah sisteminde ve bu sisteminönemli temsilcisi olan Almanya’da küçük yerel kuruluşlardan uluslararası yardım kuruluşlarına kadar, kapsamlı ve değişken bir kar amacı gütmeyen kuruluş yapılanmasının getirdiği etki ile devlet, devlet-piyasa (hibrid) ve dini aktörlerin hep birlikte kar amacı gütmeyen kuruluşların faaliyetlerinde etkin rol oynadığı gözlenmektedir. Bu durum, Almanya’da kar amacı gütmeyen kuruluşların köklü bir yapılanma süreci geçirmesini beraberinde getirmiş, Almanya’yı özel bir konuma taşımış ve Almanya’da kar amacı gütmeyen kuruluş yapılanmasının bu çalışma kapsamında araştırılmasına sebep olmuştur. Bu çalışma ile Almanya’da kar amacı gütmeyen kuruluşları tanımlayarak, bu kuruluşların Almanya’daki gelişimlerini değerlendirmek ve elde edilebilir verilerle günümüzdeki mevcut durumlarını ortaya koymak amaçlanmaktadır.
Non-profit organizations have become an important social policy actor with the transformations they experience in historical processes. In this process, the social, economic, cultural and political conditions within the countries have revealed that the welfare systems have created a different non-profit organization. In this context, in determining the activities of non-profit organizations, it is observed that in the social-democratic systems mostly the state, and in the liberal systems the market plays an effective role. Nevertheless, in the corporate welfare system and in Germany, which is the representative of this system, from small local organizations to international aid organizations, the impact of a comprehensive and varied non-profit organization is observed that the state, state-market (hybrid) and religious actors all together play an effective role in the activities of non-profit organizations. This has led to the development of non-profit organizations in Germany to a root process, to the transfer of Germany to a special position and to the investigation of the development of non-profit organizations in Germany in this study. This study, by identifying non-profit organizations in Germany, aims to evaluate the development of these organizations in Germany and to reveal their current situation with available data.
