Abstract:

Management is defined as the science of art. It has been a question of “Is management a science or an art?” Although the answer to the discussion has not yet been clear, management has become a profession carried out by many people. The fact that this important profession is a temporary task in public institutions often affects the management activities negatively and causes public problems. These problems cause discomfort in the citizens and losses in the public economy, as a result of which they can cause social events. Reducing public problems, efficient and efficient use of public resources, increasing the levels of citizens’ welfare can only be achieved by a good and proper management. This requires professional managers who know the management. Management is a profession that benefits as a result of the combination of a set of natural individual skills with management training. Therefore, people who are going to lead need to be master in specific management concepts, theories and practices. In the study, the importance of management, which is one of the main causes of public problems, was attempted to assess the applicability and possible results of professional management in public institutions, which is the essential part of the private sector.
