Abstract:

The main purpose of this paper is to evaluate disaster management activities primarily within the concept of public service and policy. According to this purpose, first the public service and policy composition of disaster management activities are argued; then legislative structure of disaster management in Turkey is analysed. According to the results and analysis; the conceptional, legislative and administrative problems of disaster management in Turkey are mentioned and in the last chapter some of the solutions to these problems are suggested.
