The main purpose of health care and medical sciences is to protect people from diseases and ensure that they are healthy and live as long as possible. In spite of all the efforts made, when people get sick, then other purposes of the health services including treatment and rehabilitation are put into use. Taking into consideration that its first objective is protection, health services is a vital and indispensable right, and a compulsory need that must be provided. This right, which is a fundamental right for a person, is a fundamental duty and responsibility for the state, both right, and duty and responsibility for the society Health systems in countries are based on value judgement of the country regarding health, national health policy, health needs of the society and the qualitative and quantitative characteristics of these resources. Our country, before even declaring the republic, established the Ministry of Health and Social Assistance by Law Number 3 and accepted health service as a state duty. The main principle in the provision of health services from the establishment of the Turkish Grand National Assembly to the beginning of the Second World War is to give "priority to protective services "Despite periodical breaks, the basic structure of the Turkish Health Sector was based on the principle of "statism" until 1980, which is based on presentation of this service by the government. The aim of this study, in parallel with the globalization winds in the world after 1980, is to reveal the fact that the efforts which radically change the existing structures and policies, and named as Health Reform or Health Transformation Program, have not reached the goals and the objectives, on the contrary, they have leaded to the problems in reaching health services and the increase in the health expenditures in the health sector. Hypotheses suggested in this study have been tried to be confirmed with both the information obtained by literature search, and the information and documents regarding the implementation of this process under the Presidency of Refik Saydam Hıfzısıhha Health Center, a subsidiary of the Ministry of Health.
