Abstract:

Personalization is a means used to create a market economy with its known understanding. In some areas where the state is obliged to provide services, the activity of private initiatives creates the spirit of privatization. This allows the state to spend more time on its original tasks, to recognize the possibility of the capital to be spread to the local level, and to evaluate uneffectively waiting and unbeatable goods. The contribution of the privatization to localization alongside the economic dimension must be assessed in a separate context. The main objective of the municipalities is to provide local public services with local quality. For this purpose, though they have their own income, they can obtain funds from the central administration in the event they need. In this study, it has not only been pointed to the economic dimension of privatization, it has been attempted to keep light on the quality change of the municipality, which is a local government unit integrated with localization. In this context, a fictional analysis was made on the corporation of the municipalities. The final result expected from this work is that the localization dimension of the privatization will be clarified through the company-made municipality example. Thus, it was attempted to emphasize that privatization, in fact, is a means of localization.
