Türkiye ve Avustralya Öğretmen Yetiştirme Sistemleri ve Akreditasyon Modellerinin Karşılaştırmalı İncelenmesi

Abstract:

Bu çalışmanın amacı; Türkiye ve Avustralya öğretmen yetiştirme sistemleri ve akreditasyon modellerini karşılaştırarak, Türkiye’deki öğretmen eğitimi akreditasyonu çalışmalarına katkıda bulunmaktır. Betimsel doküman tarama yönteminin kullanıldığı bu çalışmada, veri toplama aracı olarak ülkelerin resmi internet sitelerinden, resmi eğitim raporlarından ve literatürdeki ilgili kitap ve makalelerden faydalanılmıştır. Veriler karşılaştırmalı olarak içerik analizi yoluyla incelenmiştir. Veriler her iki ülkeye ait; (i) öğretmen yetiştirmede kaliteyi arttırmaya yönelik düzenlemelerin tarihsel gelişimi, (ii) mevcut öğretmen yetiştirme sistemleri, (iii) öğretmen eğitimi program standartları ve (iv) akreditasyon modelleri olmak üzere dört başlık altında ele alınmıştır ve karşılaştırmalı olarak incelenmiştir. Araştırma sonucunda, her iki ülkenin 1990’lı yılların sonuna doğru öğretmen eğitiminde standart geliştirme çalışmalarına başladıkları, fakat  bu çalışmaların Türkiye’de sonraki yıllarda önemini kaybettiği ve bu girişimin yarım kaldığı; Avustralya’da ise bu çalışmaların ortaya çıktığı ilk günden bu yana gitgide daha fazla önem kazandığı ve yaygınlığının arttığı sonucuna varılmıştır. Avustralya’da öğretmen olarak çalışabilmek için mezun olunan programın akredite edilmiş olması gerekmektedir. Bu durumun, öğretmen eğitiminde akreditasyona ilişkin iki ülke arasındaki en büyük farklılığı teşkil ettiği söylenebilinir.

Abstract:

The aim of this research is to examine Turkey and Australia's teacher education systems and accreditation policies. The document analysis model, one of the qualitative research designs, was used in the study. Data was gathered from up-to-date official documents, reports and websites; articles, books and academic dissertations. Data obtained from the resources were arranged in four categories which are; (i) historical background of the regulations aiming to improve the quality and effectiveness of teacher education, (ii) current teacher education system, (iii) teacher education program standards, (iv) accreditation models. Then, Content analysis was used to determine the similarities and differences between the practices of the countries in relation to these four categories. As a result of the study, it was concluded that although both countries began designing a national accreditation model and standards for teacher education in the late 1990s, it was never applied in Turkey and it was given less importance in the following years. Australia, on the other hand, has given great importance to this issue and continued improving its model and standards throughout the following years.
