During the historical process, many conflicts have emerged in the existing governing and governed relations and these conflicts have been resolved or tried to be resolved in the context of the legal, political and administrative conditions of the time.In times when the conception of the rule of law as a known reality has not yet emerged and its content is not reflected in practice, these disagreements have generally resulted in favor of those who are in a strong and organized position.Some developments in the world (such as the Magna Carta, the Declaration of Rights, the Constitutions and the French Revolution) have led to significant progress in the direction of arbitrary decision-making and enforcement of the governers against the governeds.The establishment of an omdudsman as an audit mechanism for the auditing of all kinds of decisions, transactions and practices to be taken out of the rules of law, and to ensure that both the managers are in compliance with the rules of law and to increase the compliance with the rules of law. It has provided an important function to guide. For the governed, it has provided guarantees as a mechanism by which governments can search their rights against arbitrary or unlawful practices.This mechanism, which was first established in Sweden in the 18th century, has been functionalized by being rapidly transformed into a constitutional institution by the state that entered into the effort of democratization and the rule of law. In this study; based on the results of a qualitative and descriptive research through literature review, emphasizing the importance of supervision as a requirement of a state of law and a democratic state,the situation of the Russian Ombudsman, which is the output of the efforts of democratization and the rule of law in Russia, will be analyzed in terms of its historical development and activities.
