Abstract:

The process of deterioration of the good relations, which was started by Mustafa Kemal Ataturk and Vladimir Ilyich Lenin between The Soviet Union and Turkey, began after the visit of Foreign Minister Sukru Saracoglu when he returned from Moscow without signing the agreement in 1939. Since then, diplomatic relations between the two countries have stopped. The Neutrality Treaty of Friendship between Turkey and the Soviet Union which was signed on 17th of December,1925, at the end of World War II on 19th of March, 1945, was canceled by the Soviet government. On the request of the Turkish government to renew the agreement, the Soviet government proposed to establish a military base in the Straits and joint control of the Straits. On June 7, 1945, by the request for extradition of the eastern provinces which was given back to Turkey during the V.İ. Lenin’s administration to give back to USSR was started the long period of tension in bilateral relations. This troubled process in Turkish-Soviet relations lasted until the death of Iosif Vissarionovic Stalin. From 1953 to 1959, there was a period of stagnation in diplomatic relations. The diplomatic rapprochement process between the two countries since 1959 has continued successfully until 1965 with the positive approaches in the press of the two countries despite the crises and has provided normalization in relations.
