Abstract:

In line with the scope of this study, Turkey is divided into 12 different regions, including Mediterranean, Western Anatolia, Western Black Sea, West Marmara, Eastern Black Sea, Eastern Marmara, Aegean, Southeastern Anatolia, Istanbul, Northeastern Anatolia, Middle East Anatolia and Central Anatolian by using Nomenclature of Units for Territorial Statistics (NUTS) published regularly each year by the Ministry of Health. The main objective of the study is to evaluate the effectiveness and efficiency of hospitals affiliating the Ministry of Health by geographic region. To measure the effectiveness, it is considered that Nonparametric Data Envelopment Analysis method is used. Within the framework of Data Envelopment Analysis, the differences on a regional basis are evaluated by utilizing from Variable Return to Scale (BCC). While the inputs variables used in measuring for efficiency are specialist physician, general practitioner, the number of midwives with nurses and beds, the output variables are the number of operations and patients. On the base of results obtained, by establishing which regions are effective or not, potential improvement suggestions are developed for the ineffective regions.
