Türkiye ve İran’ın Irak’ta Güç Tahkim Etme Çabası: Başika Örneği

Irak, Soğuk Savaş’ın bitiminden itibaren giderek Türkiye ve İran arasındaki güç mücadelesine sahne oldu. 1990’lı yıllarda, Türkiye ve İran’ın Irak’taki güç tahkim çabası daha çok Irak Kürtleri üzerine yoğunlaştı. 2003 Irak Savaşı’ndan sonra ise Bağdat hükümetindeki olası Sünni ve Şii temsiliyeti üzerinden çıkar tahkim edilmeye çalışıldı. 2013 sonrası IŞİD’ın Irak’ta ciddi anlamda mevzi kazanmaya ve Musul gibi bazı önemli Irak şehirlerini ele geçirmeye başlaması, Irak’ı Türkiye ve İran ile terörle mücadele kapsamında işbirliği yapmaya yöneltti. IŞİD ile mücadele Türkiye ve İran açısından, kendi sınırlarını güvence altına almanın yanı sıra bölgesel etkinliklerini pekiştirmenin bir aracı olarak da görüldü. Türkiye’nin Irak’taki Başika kampına güvenlik amaçlı da olsa asker sevkiyatı yapması, İran ve müttefikleri tarafından; neredeyse dengeye oturmuş bölgesel güç mücadelesinde Türkiye’nin bir adım öne geçmesi olarak yorumlandı. Bu aynı zamanda, Ortadoğu’da yaşanan her yerel veya bölgesel gelişmenin artık etki ve boyutları açısından kolay bir şekilde küresel nitelikte bir kriz veya çatışma ortamına dönüşebileceğinin göstergesi oldu.

After the end of the Cold War, Iraq has gradually been the arena for power struggle between Turkey and Iran. Thro the 1990s, power seeking efforts of Turkey and Iran in Iraq mostly focused on the Iraqi Kurds. After the 2003 Iraqi War, it continued through benefits over the possible Sunni and Shiite representation in the Baghdad government. ISIS’s gaining leverage and substantially occupying some important Iraqi cities such as Mosul led Iraq to collaborate with Turkey and Iran on the basis of counter-terrorism. From the perspective of Turkey and Iran, fighting against ISIS in Iraq was seen as a tool not only to secure their borders but also to consolidate their regional influence. Turkey's deploying soldiers into Bashiqa camp in Iraq even if it was due to the security purposes was interpreted as an act against Iran and its allies since it put Turkey in a advantageous position in a regional power struggle. This was also an indicator that every local or regional development occurring in the Middle East has the possibility to turn the situation easily into a global crisis.
