Abstract:

The Ombudsman is a legal supervisory agency that has been present in various international legal systems from the past to the present and is equipped with many different powers in the presence of states. This institution, which extends its first practices from milities to pre-events, today finds its field of application in different ways in the EU legal system, in the Scandinavian legal system, in the Anglo-Saxon legal system and in the Northern European legal system. Often, while the Ombudsman is not seen to have the supervisory authority over the judicial authorities, it is clear that there are also some legal arrangements that are criticized by taking the jurisdiction within the scope of the judicial authorities. In this context, it appears that extensive controls are in the Scandinavian legal systems. In addition to these aspects, it is clear that in some of the mentioned legal systems a single Ombudsman has the supervisory authority in all matters in question, while in some, a number of Ombudsman in all areas are appointed.
