Abstract:

The neoliberal assumptions of the "New Public Administration" on the subject of the public administration reform have become controversial with the beginning of the 21st century. This situation has led to the need for a new vision that can overcome the current problems and complexities in the public administration. This need has prepared the ground for the birth of a paradigm called the New Public Administration (YKY) which, together in public administration literature, brings the values of production, participation, multi-state, mutual dependence, inter-organized networks, cooperation and partnerships to the forefront. Now many governments are applying to complex and diverse structural reforms in the process of public service, and in this regard they are referring to the fundamental values of the YKY. This study aims to determine whether the development objectives and strategies in Turkey are consistent with YKY and its fundamental values. XI that covers the period 2019-2023. The development plan text was studied by the method of document analysis and then evaluated the relationship between the five-year development goals and strategies of Turkey and the core values of YKY.
