Emevî idaresine muhalif olarak ortaya çıkan Abbâsî hareketinin başarıya ulaştığı II/VIII. yüzyıl ortalarında Emevî hanedanına mensup çok sayıda kişi Abbâsîlerce takip edilip ortadan kaldırılmıştır. Bu takibattan kurtulmayı başaran Abdurrahman b. Muaviye’nin İber Yarımadasına geçip burada kendi hâkimiyetini tesis edişiyle birlikte Doğu’da ortadan kalkan Emevî idaresi Endülüs’te ihyâ edilmiştir. Bu hadise siyasî açıdan Endülüs için yeni bir dönemin başlangıcı olsa da, devlet ve şehir idaresiyle ilgili İslam dünyasının yerleşik müesseselerinin hemen hemen bir değişiklik olmaksızın Endülüs’te tatbikine devam edilmiştir. Bu çalışmada, Endülüs’te şehir idaresinin ne şekilde yürütüldüğü meselesi İşbîliye örneğinde ve Endülüs Emevî Devleti’nin siyasî tarihiyle ilişkisi bağlamında ele alınacaktır.

Although this event was the beginning of a new period for Endulus from a political point of view, the established institutions of the Islamic world relating to state and city administration continued to practice in Endulus almost without any change. In this study, the question of how the city administration is carried out in Endulus will be discussed in the example of the Occupation and in the context of the relationship with the political history of Endulus Emevi State.
