The Law No. 6360 on ‘The Establishment of Fourteen Metropolitan Municipalities and Twenty-seven Districts and Amendments at Certain Law and Decree Laws’ brings significant changes at Turkey’s local government system. In this framework, the first objective of the article is examining the change and transformation of the Special Provincial Administrations at the historical perspective until the Law No. 6360. The second objective of the article is examining the new arrangements of Law No. 6360 in detail that entered into force in 2012 within the context of Special Provincial Administration. In that context, Investment, Monitoring and Coordination Directorates’ emergence, duties, powers and responsibilities are searched in detail at the existed metropolitan municipalities and newly established Metropolitan Municipalities by the Law No. 6360. Finally, at the article the legal regulations brought by the Law No. 6360 within the scope of Special Provincial Administrations have been evaluated critically
