Plastic arts as well as other branches of art are commonly accepted as considerable cultural activities that contribute to the ethical development and that develop individual’s creativity besides improving the aesthetical conscience. However it is observed that; due to the increased worries of existence, sustenance problems, deficiencies in educational policies and degeneration of the media, all branches of art are faced with erosion. Being an artist is a special status. Education on art is one of the necessities of being an artist besides having the inborn talent. Being an artist is somewhat peculiar to certain people in the society therefore the whole society can not be expected to perform art. On the other hand, being interested in art branches, being a good consumer of art and feeling close to any art branch indicate a cultural life and a contemporary society. In this sense, education is the primary agent. The process which begins with the introduction of art to children at art courses in the primary education should continue in all steps of education. The child, who has received art education in the earlier periods of school life, will definitely have a more positive situation in being a lover of art when compared to another who has not received any art education. Developing a policy concerning the edification of the society is not the primary duty of media. However, these means should constitute an art policy for the use of art.
