Bir ülkenin milli gelirinin yüksek oluşu o ülkenin gelişmiş bir ülke olarak değerlendirileceğini anlamına gelmez. Nitekim, ekonomik açıdan kalkınmış birçok ülkede sosyal sorunların çözümlenememesi ekonomik büyüme ile insani gelişme arasındaki ilişkinin sorgulanması gerekliliğini ortaya çıkarmıştır. Bu amaçla 1990 yılından itibaren her yıl Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından “İnsani Gelişme Raporu (İGR)” yayımlanmaktadır. Bu raporlarda ülkelerin insani gelişim düzeyleri karşılaştırılmakta ve detaylı global İGR’lerin yanı sıra ülkelerin ulusal İGR’lerine de yer verilmektedir. Bu çalışmada Büyüme ve kalkınma arasındaki fark kavramsal bazda irdelenerek insani gelişme kavramının ortaya çıkışına değinilmiş ve İnsani Gelişme Endeksi’ni (İGE) oluşturan alt bileşenler 2011 ve 2012 yılı için karşılaştırılarak endeks hesaplaması yapılmıştır. Buna göre,2011 yılında 0,699’luk İnsani Gelişme Endeksi (İGE) ile sıralamada 187 ülke ve bölge içinde 92’nci sırada olan ülkemiz,2012 yılında kişi başına düşen gelirde, doğumda beklenen yaşam süresinde ve beklenen okullaşma yaşındaki artışlarla sıralamasını bir önceki yıla göre artırarak 0,722 İGE değeri ile 90.sıraya yerleşmiştir.
