The Republic of Cyprus accepted both Turkish Cypriots and Greek Cypriots as the co - founders. The Republic, founded in 1960, lived only three years. Since December 1963, the Greek Cypriots organized illegal paramilitary attacks against the Turkish Cypriots in order to change radically the existing constitutional structure. In 2002 with the encouragement of the United States and the European Union, the UN Secretary - General Kofi Annan submitted another plan. That plan was not so much different from the previous ones.
