Abstract:

There aren’t any crystal clear definitions of the concept of the Government systems. However, generally understood of the concept of government systems; “separation of powers”; which means force are not gathering on one hand and “union of the powers”; which means force are gathering on one hand. The presidential system, which is shaped according to the principle of separation of power, the parliamentary system and the semipresidential systems are accepted as a democratic systems of government. Generally accepted that the current Turkish Constitution,1982, was formed our government system as the line with the parliamentary system, whether it compared different government systems and different names. The most important criticism of the parliamentary system is to cause of the instability of the ruling government with the coalition governments. Therefore, there has been in continuous debate on the changing of the system in Turkey. In this study, first of all, I will described the democratic systems of governments and then secondly tried to explain the semipresidential system with in the French example. Which recognized as well known example in the world it has been implemented. Even in France, the powers of the president and the prime minister are not settled yet. With the historically and culturally different of the two countries, the semipresidential systems could be caused some problems in this context. In this regard I tried to explain the semi-presidential system in point of the our country
