Abstract:

Ouml;ZET Tuuml;rkiye-Avrupa Birliği İlişkileri ve Kıbrıs Sorunu, i 990'lardan sonra başta Doğu Avrupa olmak uuml;zere duuml;nyada meydana gelen ekonomik ve siyasal gelişmelerle birlikte, Avrupa Birliği (AB) ccedil;evre uuml;lkelere doğru genişleme suuml;recini hızlandırmıştır. Bu ccedil;erccedil;evede Guuml;ney Kıbrıs'ın (adanın tamamını temsil edecek şekilde) i Mayıs 2004'ten sonra AB'ye tam uuml;ye olması kesinleşmiştir. Tuuml;rkiye'nin tam uuml;yeliğe aday uuml;yeliği i 999 yılındaki Helsinki zirvesinde kararlaştırılmıştı. Daha evvel Yunanistan ve şimdi de Kıbrıs'ın Birliğe tam uuml;ye olması yanında, zamanla aday uuml;lkelerin tam uuml;yelik iccedil;in yerine getirmeleri gereken ekonomik ve siyasi koşullar da gelişmiştir. Değişen bu koşullarda Kıbrıs ve Tuuml;rkiye'nin AB ile ilişkileri ouml;zel bir konuma gelmiştir. Adamn 1974'ten sonra fiilen iki farklı devlete ayrılmasıyla birlikte geccedil;en 40 yıllık suuml;re sonunda gelinen nokta ouml;zellikle Tuuml;rkiye accedil;ısından, Kıbrıs ile ilgili bir nevi ertelenen sorunların ccedil;ouml;zuuml;muuml;nuuml; acil hale getirmiştir. Bu sorunun ccedil;ouml;zuuml;mlenmemesi halinde, ouml;nce Yunanistan ve ardından Kıbrıs (Rum Kesimi)'ın AB'ye tam uuml;yeliği, bu iki uuml;lkenin etkisiyle Birliğin Tuuml;rkiye'ye bakış accedil;ısını ve ilişkilerin geliştirilmesini buuml;yuuml;k ouml;lccedil;uuml;de etkileyecektir. AB8TRACT After 1990's, along with the economic and political developments that happen in the whole world and especially in Eastem Europe, European Union (EU) has accelerated enlargement process to the surrounding countries. From May lst 2004, Cypnıs will be a full member of the European Union in a manner that represents the whole island. Turkey's candidate status for fullmembership to the Union was recognized officially at the Helsinki Surnrnit in 1999. Beside Greece and Cypnıs's being members to the Union, economic and political conditions to fulfill for the candidate countries to be full members have made significant progress over time. Under these changing conditions, Turkeyand Cypnıs relations with EU gain great importance. The position reached at the end of 40 years elapsed along with the island's being separated practically two different adrninistrations after 1974 requires urgent solutions to the postponed issues connected with Cypnıs, especially for Turkey. In case of not being this conflict solved, the Union's viewpoint about Turkeyand improvement of relations between Turkeyand EU will be extremely influenced by Greece and Greek Cypriots.
