Doğu Akdeniz bölgesi, Orta Doğu ve Kafkaslara olan coğrafi yakınlığı sebebiyle 20. yüzyılın başlarından günümüze kadar bölgesel ve küresel ölçekli güç mücadelelerine ve enerji merkezli jeopolitik çekişmelere ev sahipliği yapmıştır. Özellikle 2000’li yılların başından bu yana hidrokarbon rezervlerinin keşfedilmesi bölgenin jeopolitiğinde önemli değişikliklere neden olmuş ve başta Türkiye olmak üzere bölge ülkeleri adına güvenliği tehdit eden kırılgan bir zemin oluşturmuştur. Bu noktadan hareketle ilgili çalışma hidrokarbon rezervlerinin keşfi ve paylaşımına yönelik bölgede ortaya çıkan yeni dinamikleri ve bu dinamiklerin neden olduğu çatışma ve iş birliği olanaklarını, Türkiye özelinde değerlendirmeyi hedeflemektedir. Bu amaç doğrultusunda çalışmada, ilk olarak hidrokarbon rezervlerinin paylaşımı hususunda Doğu Akdeniz’e kıyıdaş ülkelerin ve küresel güçlerin geliştirmiş oldukları tutum ve stratejiler ele alınarak mezkûr rezervlerin güvenlik açısından bölgede meydana getirdiği temel dinamikler analiz edilecektir. Sonrasında, Doğu Akdeniz enerji jeopolitiğinde yaşanan gelişmelerin Türkiye özelinde ortaya çıkardığı fırsat ve tehditler değerlendirilecek ve Türkiye’nin önünde bulunan muhtemel senaryolar ve izlenmesi öngörülen başlıca politikalar tartışılacaktır.
The Eastern Mediterranean region, due to its geographical proximity to the Middle East and the Caucasus, has hosted regional and global power struggles and energy-based geopolitical disputes from the beginning of the 20th century to the present day. In particular, since the beginning of the 2000s, the discovery of hydrocarbon reserves has led to significant changes in the geopolitics of the region and has created a fragile ground that threatens security on behalf of the region countries, primarily Turkey. From this point on, the work on the movement aims to evaluate the new dynamics emerging in the region towards the discovery and sharing of hydrocarbon reserves and the possibilities of conflict and cooperation caused by these dynamics, in particular in Turkey. In line with this objective, the study will first analyze the fundamental dynamics that the massive reserves have created in the region in terms of security, taking into account the attitudes and strategies developed by coastal countries and global forces in relation to the sharing of hydrocarbon reserves in the East Mediterranean. Then, the opportunities and threats revealed by the developments in the Eastern Mediterranean energy geopolitics in particular in Turkey will be evaluated and the possible scenarios and the main policies predicted to be followed by Turkey will be discussed.

The discovery of hydrocarbon reserves in the Eastern Mediterranean, especially since the early 2000s, has caused significant changes in the geopolitics of the region and has created a fragile ground that threatens security on behalf of the countries in the region, especially Turkey. From this point of view, the study aims to evaluate the new dynamics that emerged in the region with regards to the discovery and sharing of hydrocarbon reserves and the possibilities of conflict and cooperation caused by these dynamics in terms of Turkey. In line with this aim, firstly, the attitudes and strategies developed by the riparian countries in the Eastern Mediterranean and the global powers on the sharing of hydrocarbon reserves will be discussed, and the basic dynamics created in the region in terms of security will be analysed. Afterward, the opportunities and threats posed by the developments in the Eastern Mediterranean energy geopolitics in terms of Turkey will be evaluated, and the possible scenarios in front of Turkey and the main policies to be followed will be discussed.
