Abstract:

With the new concept of public administration (YKY), the state-citizen relations have gained a different dimension and the concept of citizen focus has begun to be more focused. In this context, one of the important instruments of citizen focus is the "E-Government". E-Government is the most general definition of all public transactions in a country through Information and Communication Technologies (ITT). E-Government has some built-in advantages, such as time-to-site-independent access and low service costs. In this context, the majority of the countries targeted with the E-Government issues were the reduction of citizens’ focus and service costs. However, it is difficult to these goals completely or even if they are achieved to bring the E-Government to a higher level. In parallel, the number of failure e-Government initiatives has increased over the world over the past period. As a general trend, the reason for this failure is the focus on technology rather than management. In this context, the aim of the study is to introduce the concept of "e-government engineering" which aims to bring success and excellence to the citizens/administration focus on E-Government initiatives. The work management is revealing the fundamental characteristics of initiatives and E-Government engineering and is ultimately in conclusions related to E-Government. In this context, the study first revealed the relationship between e-Government and administration and then evaluated the dimensions of e-Government and the concept of e-Government engineering.
