Cumhuriyet’in ilan edilmesiyle, Türk toplumunun siyasi, sosyal, hukuki ve ekonomik yapısını değiştirecek inkılâp hareketleri içerisine girilmiş, bu inkılâp hareketleri içerisine dil ve kültür alanı da dâhil edilmiş ve bu kapsamda, 1 Kasım 1928 tarihinde 1353 sayılı "Yeni Türk Harflerinin Kabul ve Tatbiki Hakkında Kanun” ile Latin Alfabesine geçilmiştir. Latin Alfabesinin, Türkiye Büyük Millet Meclisi’nde kanunlaşmasının ardından yeni harflerin öğretilmesi konusunda resmi çalışmalar yoğunlaşmakla birlikte aynı zamanda kurumsallaşmıştır. Kurumsal çalışmaların önemli adımlarından biri söz geçmişi de Bakanlar Kurulu’nun 11 Kasım 1928 tarihinde kabul ettiği “Millet Mektepleri Teşkilatı Talimatnamesi” ile Millet Mekteplerinin kurulmuş olmasıdır. 52 maddeden oluşan Millet Mektepleri Teşkilatı Talimatnamesi 24 Kasım 1928 tarihinde Resmi Gazete’de yayınlanarak yürürlüğe girmiştir. Latin harflerinin halka öğretilmesi ve okuma yazma bilmeyenlerin okur-yazar olmaları için kurulan Millet Mektepleri, bütün ülkede olduğu gibi Diyarbakır’da da açılmıştır. Üç bölümden oluşan makalenin ilk bölümde yeni Türk harflerinin kabulü ve sonrasında yaşanan gelişmeler ana hatlarıyla gözden geçirilmiştir. Makalenin ikinci bölümde Millet Mekteplerinin kurulması ve teşkilatlanması için yapılan faaliyetler yer almaktadır. Üçüncü bölümde ise 1929-1935 yılları arasında Diyarbakır şehir merkezinde ve köylerde açılan Millet Mekteplerinde yapılan eğitim ile uygulamalarda elde edilen sonuçlar tespit edilmiştir.
With the proclamation of the Republic, it was entered into the incrusting movements that would change the political, social, legal and economic structure of the Turkish society, including the language and cultural field in these incrusting movements, and in this context, it was translated into the Latin Alphabet with the Law No. 1353 on the Admission and Practice of New Turkish Letters on 1 November 1928. After the legislation of the Latin Alphabet in the Greater National Assembly of Turkey, the official work on the teaching of new letters has also been concentrated. One of the important steps of the corporate work is that the history of the word is that the Ministry Council adopted on 11 November 1928 with the "National Messages Organization Instructions" the National Messages were established. The 52 articles of the National Messages Organization Guidelines entered into force on 24 November 1928 by publishing in the Official Gazette. The National Letters, established for the teaching of the Latin letters to the public and for those who don’t know how to read and write to be readers and writers, have been opened in Diyarbakır as in all countries. In the first part of the article, which consists of three sections, the acceptance of the new Turkish letters and the developments that occur afterwards were reviewed with the main lines. The second part of the article includes the activities of the establishment and organization of the National Messages. In the third section, the results obtained in the practice and training in the National Messages opened in the Diyarbakır city centre and villages between 1929-1935.
