Mehmed Emin Bey (Yurdakul) son dönem Türk edebiyatının yetiştirdiği en önemh şahsiyederinden biridir. O'nun edebi kişiliği yarunda az bilinen bir yönü de bürokradığıdır. Hayatı boyunca pek çok memuriyetlerde bulunan Mehmed Emin Bey 911'de Erzurum Valiliği'ne atarırnıştır. Bir yıl gibi kısa bir süre burada kalmıştır. Mehmed Emin Bey bu görevi sırasında Erzurum ve bölgenin somnlannı yerinde tespit etmiş vc bunu bir rapor halinde Bayındırlık Bakanlığına sunmuşuır. Bu çalışmada Vali Mehmed Emin Bey'in laylhası incelenmiş, değerlendirmesi yapıldıktan sonra Osmanlıca metnı ve günümüz Ti.irkçesirıe çevirisi ekte sunulmuşuır.
Mehmed Emin Bey (Yurdakul) is one of the most signifieant figures in modem Turkish literature. He has a hidden bureaucracy eareer as well as his well known literary eareer. Throughout his life, he held a number of official posiıions and in 911 he was appointed as the Governor of Erzurum. He stayed in the city for only a year. During his duty in the city, Mehmed Emın Beyeye witnessed and determined the problems of the district personally and presented them to the Ministry of Public Works in a report. In this study, the proposal of Governor Mehmed Emin Bey is analysed and evaluated, finally the onginal text written in Otoman and Turkish translation of it is given in the appendix.
