Günümüzde yerel yönetim birimleri içinde bulunan belediyeler kentlerin her türlü sağlık, temizlik, ulaşım, eğitim, sosyal yardım vb. alanlarda hizmet vermekte yükümlü olan ve halka en yakın olan birimler belediyelerdir. Belediyeler halkın taleplerini karşılamak, kendi öncelikleriyle toplum yararına hizmetler vererek halkın takdirini kazanmaya çabalamakta bu noktada da ileri vadeli çerçevede sürdürülebilir bir yönetim hedeflemektedirler. Bu doğrultuda belediyelerin kamu yararını gözeterek hizmet üretmeleri halk tarafından beklenmektedir. Diğer yandan belediyeler sosyal hizmet ve sosyal sorumluluk projeleriyle halkla daha yakından iletişim kurabilmektedirler. Bu nedenle bu faaliyetler ve projeler önem arz etmektedir. Üretilen bu hizmet ve projelere halkın ulaşılabilirliği ise değerlendirilmesi gereken bir diğer noktadır. Belediyeler sosyal hizmet ve sosyal sorumluluk alanında projeler üretirken diğer yandan bunu vatandaşın ulaşılabilirliğini de gözeterek gerçekleştirmeleri beklenmektedir. Bu çalışma kapsamında Türkiye’de faaliyet gösteren 30 Büyükşehir Belediyesi’nin gerçekleştirdiği sosyal hizmet ve sosyal sorumluluk uygulamalarına web sitelerinden ulaşılabilirlik, ilgili sayfaların kullanılabilirliği ve belediyeler tarafından gerçekleştirilen projelerin kategorilerini analiz etmeyi hedeflemiştir. Yapılan içerik analizi sonunda elde edilen değerlendirmeler ile gelecek dönemde sosyal hizmet ve sosyal sorumluluk uygulamalarının büyükşehir belediyelerinin web siteleri üzerinden halkın ulaşılabilirliği ve web sitelerinin işlevselliği konusunda içerik üreticilere ışık tutması umulmaktadır.
Nowadays, the municipalities within local governments are all kinds of health, cleaning, transportation, education, social assistance, etc. The units that are responsible for providing services in the areas and closest to the public are the municipalities. The municipalities seek to meet the demands of the people, to provide services to the benefit of the community with their own priorities and to gain the appreciation of the people at this point, they aim for a sustainable management in the forward-term framework. In this direction, the municipalities are expected to provide services by the public to observe the public interest. On the other hand, the municipalities can communicate closer with the public through social services and social responsibility projects. This is why these activities and projects are important. The public availability of these services and projects is another point to be assessed. The municipalities are producing projects in the field of social services and social responsibility, while on the other hand, it is expected to be achieved by observing the accessibility of citizens. In the framework of this study, the 30 Metropolitan Municipalities operating in Turkey aimed at analysing the social services and social responsibility practices from their websites, the availability of the relevant pages and the categories of projects carried out by the municipalities. It is expected that the results of the content analysis and the evaluations obtained at the end and the social services and social responsibility practices in the future will keep the light to the content producers on the accessibility of the public and the functionality of their websites through the web sites of the major city municipalities.
Municipalities try to meet the demands of the people and gain the appreciation of the people by providing services for the benefit of the society with their own priorities, and at this point, they aim a sustainable management within a forward-term framework. Basically, municipalities are expected by the public to produce services by considering the public interest and it is known that municipalities can communicate more closely with the public through social service and social responsibility projects. The public accessibility of these services and projects produced by municipalities is another point that should be evaluated. While municipalities produce projects in the field of social services and social responsibility, they are expected to realize this by considering the accessibility of the citizens. In this study, 30 operating in Turkey Metropolitan Municipality's social responsibility to social services and applications that perform accessibility of the website, aimed to analyze the categories of projects carried out by the municipality and availability of the relevant pages. With the evaluations obtained as a result of the content analysis, it is hoped that social service and social responsibility practices will shed light on the content producers on the accessibility of the public through the websites of the metropolitan municipalities and the functionality of the websites.
