Bölgesel kalkınma kavramının temelinde, bölgelerarası gelişmişlik düzeyi ve bölgelerarası gelir farklılıklarını en aza indirgeme amacı yer almaktadır. Türkiye Cumhuriyeti Cumhurbaşkanlığı 2020 Yılı Yıllık Programı’na göre Türkiye’de bölgesel gelişme politikası, bölgesel gelişmişlik farklarının azaltılması, bölgelerin rekabet gücünün artırılması ve ekonomik ve sosyal bütünleşmenin güçlendirilmesi amaçları doğrultusunda uygulanmaktadır. Bu çalışmada 2020 Yılı Cumhurbaşkanlığı Yıllık Programı verileri kullanılarak ülkemizin kalkınma açısından gruplandırıldığı 26 Düzey – 2 bölgesinde tarımda, endüstride ve hizmet sektöründe istihdam oranları ile bölgelerin Gayri Safi Yurt İçi Hasıla’ya katkı düzeylerinin etkililiği incelenmiştir. Etkililiği incelemek için Veri Zarflama Analizi (VZA) tekniğinin temel modellerinden biri olan Çıktı Yönlü Banker Charnes Cooper (BCC) modelinden yararlanılmıştır. Model sonuçları bölgelerde istihdam oranlarının ve bölgelerin GSYİH katkı oranlarının hangi düzeyde olması gerektiğini sunmaktadır. Bölgesel Kalkınma planlarında istihdam desteği kararları bu model yardımıyla desteklenebilir.
The basis of the concept of regional development is the aim of reducing regional development levels and regional income differences. According to the Annual Programme of the Republic of Turkey 2020, the regional development policy in Turkey is implemented in accordance with the objectives of reducing regional development differences, increasing the competitiveness of the regions and strengthening economic and social integration. In this study, we have studied the effectiveness of the levels of employment in agriculture, industry and service sectors in the 26 Level - 2 regions where the country is grouped in terms of development using the data of the 2020 Presidential Annual Programme and the level of contribution of the regions to the Non-clean domestic economy. To study the effectiveness, one of the basic models of the Data Coverage Analysis (VZA) technique was the outward-oriented Banker Charnes Cooper (BCC) model. The model results show the level of employment rates in the regions and the GDP contribution rates in the regions should be. Employment support decisions in regional development plans can be supported by this model.
